This PR expands blob attribute support in TileDB-Py, allowing users to create fixed-size (
var=False) attributes, just as in the Core. Previously, only variable-length blob attributes were supported, making it impossible to read arrays created by the Core with fixed-size blob attributes.Closes CORE-386
